Hey! I sent Club Penguin an email the other day asking where I can meet Billybob, here is how they responded:

Billybob is a very busy penguin. He is always working hard keeping penguins
updated on all of the new and interesting content we are working on. Because of
this, he does not get to spend much time waddling around online. You can
always leave him comments on his blog to let him know that you are interested in
what he is up to!

i've never seen him. but i have seen him in videos of him and believe me he looks like he's a free but his igloo is cool!
I think most people haven't seen him but I think some have.
